Executive actions are intended to set direction and provide guidance for the executive branch to make policy and decisions advancing the president’s agenda, to the extent permitted by law and in compliance with existing regulations. While the actions can redirect priorities, and affect budgets and staffing within executive branch agencies, they do little more.
