New chief strategy officer, chief operating officer, and chief marketing officer roles reflect exemplary contributions and executive expertise required to support next-stage growth plans.
CHICAGO – West Monroe Partners, a national business and technology consultancy, today announced promotions of three executives to C-level roles: Tom Bolger to chief strategy officer, Doug Armstrong to chief operating officer, and Casey Foss to chief marketing officer. The promotions were effective on January 1.

“These promotions reflect the exemplary contributions that Tom Bolger, Doug Armstrong, and Casey Foss have made to West Monroe’s consistent, profitable growth,” said Kevin McCarty, West Monroe’s president and CEO.

“Simply put, West Monroe would not be where it is or what it is today without their dedication, passion, and expertise. By stepping into elevated roles, they are helping us ensure we have the leadership bandwidth and executive capabilities necessary to maintain high client satisfaction and deliver against atypical growth for our industry.”

The investment in three particular areas—strategic growth, operations, and marketing—reflects unanimous endorsement from West Monroe’s board to continue to prioritize organizational speed and building scale. The firm’s projected growth requires purposeful planning and synergies among all three functions, underpinning the need for C-level leadership and investment in the three areas.

Bolger, age 46, joined West Monroe in 2005 and founded the firm’s Seattle office. Over the past 13 years, he has overseen the firm’s growth and presence on the West Coast, which now includes offices in Los Angeles and San Francisco, as well as Seattle. He also has created and led the Strategic Growth team, which orchestrates rapid growth through organic and acquisitive approaches, as well as innovation. He is a member of the Investment Committee of West Monroe Capital, a co-investment business he helped design and launch in 2018. As chief strategy officer (CSO), Bolger will focus exclusively on designing and implementing firmwide strategy, increasing corporate development efforts, and doubling investment in the firm’s innovation and third-party partnership.

Armstrong, age 56, joined West Monroe in 2004 and played key early roles in developing the firm’s initial Marketing & Business Development functions and what is now the Customer Experience (CX) practice. He has led the Chicago office since 2014, a period that has seen the office more than double in size and earn recognition as one of the city’s top workplaces. As chief operating officer (COO), he will expand his line operating leadership to include oversight for all east and west coast West Monroe offices, while continuing to serve as leader for the Chicago office and Central Region, which includes locations in Minneapolis and Dallas. His new role includes promoting collaboration and operating consistency across all nine of the firm’s offices to facilitate growth.

Foss, age 37, joined West Monroe in 2008 and assumed leadership for the marketing function in 2011. She facilitated development of the firm’s brand identity, which reflects the organization’s “uncommon blend” of business consulting acumen and deep technology expertise. She also has built a multi-faceted marketing team that executes programs across practices and offices, established client-facing programs that set West Monroe apart as a trusted advisor, and drives several of the firm’s strategic initiatives including issues-based consulting. As chief marketing officer (CMO), Foss will continue to lead marketing and brand recognition efforts, but will increase her focus on driving value through external market-facing activity to elevate West Monroe’s profile in the marketplace. Her role will also include leading teams to create solutions and capabilities that address key client issues such as digital transformation and workforce productivity. She also will focus on improving capabilities for using market intelligence and insights to define future strategy.

West Monroe has grown from a 2002 startup to a firm of more than 1,100 employees with nine offices across the United States. In 2017, it announced plans to double its workforce over five years and in 2018, the firm made great strides towards this goal hiring 289 employees. The firm earned 26 awards in 2018 for its people-first culture.
