Jack Winter


Jack Winter is a senior principal in West Monroe Partners’ Energy & Utilities practice. He has more than 30 years of business leadership, management, technology, operations, and consulting experience, primarily in the North American energy and utility industry but also in a variety of non-profit, high-tech, and start-up enterprises.


Jack Winter has worked in every sector of the US energy industry, including multi-state gas distribution and pipeline companies, public and investor-owned energy delivery firms, vertically integrated utilities, and small to large public gas and power organizations.

He has provided team-based solutions in strategic planning, operations improvement, asset and risk management, regulatory strategy, safety and reliability enhancement, and customer care advancements. He also has substantial experience in strategic planning and asset management, stakeholder management and change management, dispute resolution, process and operational innovation, and system integrity. Altogether, this broad business and technical experience enables him to provide “line-of-sight” between corporate strategies, enterprise performance, risk management, stakeholder relationships, customer satisfaction, and, ultimately, ownership value.

Jack also has mentored and assisted clients in the technology, healthcare, professional services, and non-profit sectors with initiatives ranging from executive coaching to business and strategy support to developing business plans and securing start-up and growth funds. He has a track record and personal passion for starting new businesses.

Jack joined West Monroe Partners from Chelan County PUD (Planned Unit Development), Wenatchee, Washington, where he was an executive manager. In this capacity, he led a high-performing team responsible for providing successful integration of diverse utility services across the multi-utility organization’s spectrum of start-up, mature, and growing entities.

He developed the foundation for his strong blend of business and technical skills through previous experience that includes executive consulting roles with Navigant Consulting (Chicago), Resource Management Intl. (Sacramento, CA), and AUC Management Consultants (Vancouver, WA). He began his industry career as a staff engineer with Public Utility Commission of Ohio and later served in engineering and operations roles for Public Service of New Mexico, Meadows Resources (Albuquerque), and Gas Company of New Mexico.

Jack earned a Bachelor of Science degree in Electrical Engineering and a Master of Engineering degree from University of Louisville. He also holds a Master of Business Administration degree from University of New Mexico and a Master of Health Administration degree from the University of Phoenix.
