As states and public utility regulators place increasing emphasis on renewable portfolio standards (RPS) to meet clean energy goals and promote industry growth, new opportunities emerge. Located at the right place on a utility distribution system, solar resources in particular are able to compete with wholesale electricity prices, thereby displacing the need for costly system investments to relieve congestion. Most experts agree that locating generation closer to load has multiple advantages. Utility and non-utility solar developers face similar project challenges, but different business and financial risks, depending on the prevailing regulatory paradigm. This session will explore the risks and rewards of utility and non-utility ownership for project developers, owners, and electricity customers and consider business models for both.
